The House of Representatives

The idea
The House of Representatives is the chamber apportioned by population, with two-year terms and membership capped at 435 since 1929.
In practice
A representative must be at least twenty-five and is re-elected — or not — every two years.
Where people slip
Short terms keep the chamber close to current opinion, by design.
